The Senate plans to vote this week on the Freedom to Vote: John R. Lewis Act (H.R. 5746). The measure is expected to fail because the Senate rule known as the filibuster allows a minority to block all but certain budget-related measures. Democrats could propose changing Senate rules to pass the voting rights bill, but lack the votes to make that happen. Shortly before President Biden met with Democratic senators last Thursday, Sens. Kyrsten Sinema (D-AZ) and Joe Manchin (D-WV) once again vowed to oppose changing Senate rules even though they support the voting rights bill.
