Meanwhile, the Tax Relief for American Families and Workers Act of 2024 (H.R. 7024)—which includes improvements in the Child Tax Credit—passed the House Ways and Means Committee with overwhelming bipartisan support.
According to the Center on Budget and Policy Priorities, 16 million children from low-income families would benefit from the bill in tax year 2023, including 3 million children under age 3. By tax year 2025, more than 500,000 children could be lifted above the poverty line. Overall, more than 20 percent of U.S. children under age 17 would benefit.
Among other things, H.R. 7024 indexes the Child Tax Credit to inflation and increases the “refundable” portion for the poorest families (those earning so little they pay no federal taxes). Changes in how the credit is calculated further increase benefits for low-income families with multiple children.
The bill also enhances the Low-Income Housing Tax Credit to spur construction of affordable housing—as many as 200,000 units, according to Novogradac.
